Every client we deliver for should have terms on file. A missing record is a client being served on a handshake.

vault/commercial/, the allowlist is an
env var, and coverage is enforced at build time by a test rather than by remembering.
To change a record, file an update request with client="commercial". It lands in the queue
on the first tab, visible only to this allowlist.
