Agency-to-client engagement terms, rates and ledgers. Same Vault, same connector, one more wall, and it is a different kind of wall than the one between two clients.

Restricted: visible because you are on the commercial allowlist.
This tier is absent from the roster, from /health, and from the usage report on the previous tab: excluded unconditionally, not gated behind a check that could be wrong. An AI session without the allowlist doesn't get refused when it asks for a rate; it is never told the scope exists. Never copy an amount from this page into a client scope, an artifact, or the hub.

Roster coverage

Every client we deliver for should have terms on file. A missing record is a client being served on a handshake.

The uncomfortable one Fieldbrook prices two clients precisely and itself by feel. The service catalog carries three open > Confirm: items on pricing, and the oldest reads “we price this by feel on the call, which means we price it differently every time.” The gap system caught the agency's own pricing the same way it caught a client's warranty terms. It does not care whose file it is.

Mock data on the demo. On a live vault these read from vault/commercial/, the allowlist is an env var, and coverage is enforced at build time by a test rather than by remembering. To change a record, file an update request with client="commercial". It lands in the queue on the first tab, visible only to this allowlist.
